Many iron and steel are produced and consumed in China. The output of crude steel has been ranked the first in the world for thirteen consecutive years. At stage of 21^st century, rapid development has been made in China’s iron and steel industry with 21.1% growth of crude steel output. In 2008, output of crude steel was up to 500 million tons, which accounted for 38 percent of global output for crude steel; domestic apparent consumption of crude steel was up to 453 million tons; conversion into crude steel due to direct export was up to 60 million tons, which accounted for 15 percent of iron and steel trade volume in the world. In 2007, completion of RMB Yuan 993.6 million of industrial value added is made by large-scale iron and steel works, which accounted for 4 percent of national GDP of China. Realization of RMB Yuan 243.6 million was made for profits, accounting for 9 percent of total profits of industrial enterprises; there were 3.58 million of employees who directly engage into production of iron and steel. The output of iron and steel can basically meet domestic requirements and partial key products have reached international advanced level. The iron and steel industry has strongly supported and motivated development of related industries, which has promoted creation of employment and has significantly contributed to ensure sound and rapid development of national economy.

Further simplify approval procedures of projects. Improve polices and measures of loan and credit, foreign exchange, finance and tax, personal entry and exit of China etc. Raise access requirements of enterprises for developing foreign resources. Support the key important enterprises in compliance with access requirements to survey, explore, develop resources outside China and implement technical cooperation and foreign M&A. Further strengthen operation and management of assets outside China. Defuse and remove risks of assets outside China as practical as possible. Enlarge loan and credit scale to export metallurgical equipment to motivate export of material and equipment. Improve credit insurance policies for export. Support the iron and steel enterprises to establish marketing network outside China to stabilize exported share of high-end products. Fully utilize special fund of equity investment of ore resources outside China, special fund of foreign economic and technological cooperation, and special fund for risky survey and exploration of foreign ore resources. Support the enterprises to implement “go global” strategy to strengthen their support capability.
